Part of Crawley Borough Council's 2002 Sport and Recreation Strategy sets out the way forward for providing indoor leisure facilities in the town. The strategy identifies the need to provide a "broad range of high quality sport and recreation facilities which encourage and facilitate the local community to fulfil their sporting potential". Since Crawley Leisure Centre was built in 1964, Crawley has grown from a town of around 60,000 people, to 100,000 in 13 neighbourhoods. The demand for facilities for a wide range of different leisure activities has meant the leisure centre has been extended and improved over the last 40 years, but it has now reached the end of its useful life.
